Norfolk & Suffolk County Councils, HEREBY GIVE NOTICE that to facilitate the staging of the East Coast Truckers Annual Children’s Convoy on 28th August 2022, have made a Traffic Order, the effect of which will be to i) temporarily restrict vehicular traffic passage along the route of the Convoy and access to that route from side roads and only whilst the Convoy is in the vicinity of those roads; ii) temporarily suspend the one way restriction from entry to C628 Marine Parade (east side) and ii) temporarily impose a one way restriction on the C628 Marine Parade (east side) from its junction with C621 Euston Road to a point 62 metres south of the centreline of its junction with U60478 Princes Road in a south-north direction.
The provisions of the Order will not prevent access being maintained for pedestrians to any premises situated on or adjacent to any road to which this Order relates, or to any other premises accessible from and only from, such a road.
The Order will come into effect on 28th August 2022 and will remain in force for one day. It is anticipated that the Convoy will commence at approximately 10.00hrs from the premises of County Hall, Norwich following a route out of the city via Thorpe Road and Yarmouth Road to the A47 at Postwick where it continues to Great Yarmouth and joins the A12 to Harfreys roundabout where it detours along Beccles Road, Church Road and Middleton Road to rejoin the A12 to Pleasurewood Hills Theme Park at Lowestoft to arrive at approximately 12.00. The Convoy will return from Pleasurewood Hills at approximately 17.15hrs via the A12 northbound through Gorleston via Middleton Road, Church Road and Beccles Road to Gapton Hall roundabout, Great Yarmouth Marine Parade, A47 Norwich Southern bypass exiting at A146 Trowse Bypass, Martineau Lane to County Hall. Restriction on traffic will only be enforced until normal traffic flow can be maintained.

However, during the current epidemic staffing levels have been reduced and viewing online would be recommended in keeping with the government guidelines. I am writing to tell you that we plan to carry out essential bridge maintenance work on the A47 Breydon Bridge. Work will include replacing the hydraulics and control panel for the lifting mechanism of the bridge.
We are carrying out this work to replace obsolete systems that still run on the bridge. By undertaking this work now, we avoid any future emergency closures that could result from breakdowns of these obsolete components.
We plan to complete this work over 7 months from Sunday 4 September to Friday 10 March2023, weather conditions permitting.
Most of this work will be carried out on scaffolding placed under the bridge. This will minimise the extent of our road closures and traffic disruption as much as possible.
Closures
To allow us to carry out the work safely, we will work under temporary traffic signals during the day, with working hours of 9.30am to 3.30pm, up until Sunday 26 February 2023. Both directions of travel across the bridge will still be possible, but you may experience delays.

Diversions
Whilst the above closures are in place eastbound traffic will be diverted from the A47 at Trowse Newton to travel southbound on the A146. Traffic will then join the A143 at Gillingham to re-join the A47 at Beccles Road, A47 interchange. Westbound traffic will follow the same diversion as above but in reverse.

These are the cost of living payments provided by central government that people may be eligible to receive:
Energy Bills Support Scheme – £400 per household
All households will be eligible to receive this. Individuals in residential care will not receive any funds through the Energy Bills Support Scheme
This amount will be paid via energy suppliers over 6 months from October 2022. Direct debit and credit customers will have money credited to their account. People with a prepayment meter will have the amount applied to their meter or paid via a voucher.
Where people live in households where rent includes utility costs, landlords should be responsible to pass on any payments received.
Pensioner Cost of Living Payment – £300 per household
You must be over State Pension age (aged 66 or above) as at week ending 25th Sep. 2022 and be receiving the Winter Fuel Payment.
Payment will be automatic as a top-up to their annual Winter Fuel Payment in November/ December 2022. For most pensioner households, this will be paid by direct debit.
Eligible individuals include:
People in hospital receiving free treatment for more than a year
People who require permission to enter the UK and whose granted leave states they cannot claim public funds
People in prison for the whole week from 19 to 25 Sep. 22
People who lived in a care home for the whole time from 27 Jun. to 25 Sep. 22 and received Pension Credit. This only applies to residential care as people who live in supported living or housing with care and meet the criteria will receive the payment. However, if people live in residential care and receive a state retirement pension without pension credit, they can receive a winter fuel payment. Further information can be found here:
Cost of Living Payment – £650 per household (paid in 2 instalments of £325)
People receiving certain means-tested benefits are eligible for these payments. This will automatically paid by the DWP in 2 instalments , the first in July 2022 and the second in Autumn 2022.
Eligible benefits include: Universal Credit or Income Based JSA, Income Related ESA, Income Support, Working Tax Credit/Child Tax Credits or Pension Credit.
People in residential care are eligible provided they receive one of the eligible benefits
Disability Cost of Living Payment £150 per claimant Claimants on DLA/ PIP/ AA/Armed Forces Independence Payment/ Constant Attendance Allowance/ War Pension Mobility Supplement at 25/5/2022. Automatically in September 2022. Nothing has been seen to suggest that people in residential care will not get the payment. Information from the DWP is awaited but again it is suspected there will be no guidance. Supported living people should have no issues with getting the payments as they do not have benefit suspended.
Council Tax Rebate £150 per household in England in Council Tax bands A-D. Those who pay Council Tax by direct debit will be paid automatically into their bank accounts from April 2022. People in residential care will not have a payment unless they have a council tax liability. The same for those in supported living they would only receive it if they have a council tax liability. Usually people in support living do not have a council tax liability so the majority will not get the payment. There is a discretionary scheme run by districts where you can apply if you live in a property above a band D.
